He just said it on Letterman, while discussing his new movie, about CLifford Irving.

he was talking about Watergate, and how Howard Hughes' connection to that involved dirty money. the immediate reference had to do with Nixon lying about Watergate, at which point he made the above reference, which is just about word for word accurate, especially the bolded words.

the audience clapped somewhat enthusiastically, but not wildly

3. "somewhat enthusiastically" ?
On a scale of 0 to 10 would this be a 6 or 7? I am thinking maybe enthusiastic applause would be somewhere above 5 but the "somewhat" is confusing me. Sorry, but I was amused with the term.

they clapped fairly hard, but not TOO hard; not nearly hard enough for my taste. and the applause didn't last long enough to suit me, either.

I'm hoping for the day when a line like that will prompt standing ovations of lengthy duration.

they only clapped for a few seconds; maybe ten. hard to judge.

on a numerical scale, I'd give it a 6.66, if you get my meaning

if you catch my drift

Earlier in the week, Diane Sawyer interviewed him and he brought this up and she didn't want to pursue it with him. So I knew he would bring it up with Dave.
