He's laughing at his own jokes. This means that he thinks that he's on a par with Eric Sevareid, Dan Schorr, and Dick Cavett. He is really taking himself quite seriously these days.

What he needs to realize, which he absolutely does not, is that sneering (which is what his laugh really is) at either side is not a valid political argument. It cheapens the process and is almost worse than his love-slave relationship with the Rethug candidates.
