Randi is talking about Cheney hinting at a 3rd Bush/Cheney term

She said he gave a speech over the weekend where he said they were having legal advisors look into the possibility that the 22nd amendment would not apply in a time of war.
I belive she said the original story was in the NY Times.
Does anyone know what she's talking about and where I can find it?

and we just don't know about it yet. He reinterprets legislation through signing statements and court decisions through conditional addendums. Why not the U.S. Constitution, too, while he's at it?
