What's the difference between tort reform (insurance companies) and retroactive immunity (telecoms)?

What's the difference between tort reform (insurance companies) and retroactive immunity (telecoms)?
When my wife or my children get put to sleep to undergo surgery, I expect the following to happen...

That they come out of the operating room safe and sound, not in a bodybag
That they go into the operating room, say for an operation on their hand, and not come out missing a foot instead
That they're actually asleep, and not in a state of paralysis
That we don't have to go back 6 months later because someone may have left a sponge or a pair of scissors inside their abdominal cavity

You have to be truly deluded to think that the people who sue for medical malpractice are looking for a cheap buck, the lion's share of these people have had their lives tragically changed forever.

Sounds to me like tort reform and retroactive immunity have a similar purpose: Pushing the People down to the status of second class citizens under corporations.
