Melbourne Herald Sun article's last paragraph on the Holocaust Museum shooting -what is it implying?

It gives all the details about the shooting but then the last paragraph contains this:

The shooting comes just days after US President Barack Obama visited the Middle East and pressed Israel to halt the settlement building in the West Bank.

Why does the article feel the need to mention this? Are they trying to suggest there is a link or something? I don't find it that appropriate to be speculating about this just after something like this has happened, especially since it appears that there is no evidence of a link between the two
