A transition from authoritarianism to democracy is dangerous, trying to make it work in a short period of time is a stupid idea.
Besides invading Iraq in the first place, this was one of Bush's biggest mistakes, thinking that he could do it, turn Iraq into fully functioning Democracy while he was still in office.
To fix these mistakes will trample Iraq's sovereignty, but when Bush and friends always making surprise visits to Iraq, it is easy to tell that Iraq's sovereignty is a farce at best anyway.
1. Take the Sects out of the Political Parties - Iraq's parties are mostly dominated by religion. The United Iraqi Alliance is Shi'a and the Iraqi Front for National Dialogue is Sunni. Because the Shi'a now rule, the Sunni-led insurgency has formed. That's not to say there are Shi'a in the insurgency, but the insurgency is mostly Sunni. If this is possible, it must be made sure that the parties represent political beliefs and not ethnicity or religious beliefs and this will be the first way to begin easing this crisis.
2. Refugees - The Iraq War has created a refugee crisis that has been the worst in the middle east since the Palestinian diaspora, Bush has to acknowledge that this war has created a refugee crisis and must be willing to accommodate them.
