What would the GOP do with a cyber czar?

Obama created the position of cyber czar with the laudable intention of protecting the infrastructure.

Now that he introduced that idea, when (and if, LOL) a GOPer (or worse *gag* a "Libertarian") gets in the White House, what powers would be bestowed on a Cyber Czar appointed by someone with either of those ideological bents?

...who would promptly outsourse the entire thing to Lockheed Martin, Halliburton, and ES&S, who would then sell the entire thing to China (as a subcontractor, of course).

b. Should they actually exist the will be declared illegal and unconstitutional
c. Should they be declared constitutional by the Liberal Supreme Court they should be decreed by executive order "creepy and not for the likes of us"
