Now you are correct of course in that we cannot know what the end result of all this will be, but it seems pretty clear that if you don't even have a seat at the negotiating table there's a problem. Then that money is given to the opponents of the person that received the original contribution. Both primary and in other party, or if a person meets some signature requirement.

It would put a big hurt on buying politicians.

But pay them too little and the incidence of revolt is enhanced, increased among the rabble and we just can't have that cause the oligarchy is keyed upon structured chaos = no 'unforeseeable inequities' and shit like that...
