Could someone interpret this quote by Dick Cheney ??

It appears to me that it was Mr Cheney that was running the show, on torture, on the war, on foreign policy in general. Bush was just a puppet out front. Dick Cheney was the one that authorized the torture, not George W Bush. Just my impression...
