1. I know Wiley is a liberal, but this comic to me seems

more to endorse the "global warming is a scam devised to dupe stupid people and make money for "green" investors" line, and to me it looks like the people are saying, "It doesn't matter that we know global warming is a hoax. What matters is that we can convince dumb liberals this will someday be oceanfront property and we will make money."

Knowing Wiley's politics, I highly doubt that's the case, but any other reading seems less natural to me.

even then it continues to slide off the point.
