So, about "children having children", how young is too young?

So, about "children having children", how young is too young?
If we're going to teach "it's okay to do it, just use this too" (and then be surprised when we find out they don't use "it" anyway), shouldn't we teach how young is acceptable - for the physical and emotional health of all involved?

I have taught "if you are going to do it, use this", which is different from "it's okay to do it, just use this too".
