Congress needs to send Banks and Credit Card Issuers a nicely worded letter ....

Please do not bother to call members of Congress and ask that the rate change be rolled back since this will result in our having to explain to you that this is a result of 'standardization' and there is nothing we can do to accede to your requests. Have a nice day!"

Maybe such a letter would help them to better identify with the consumers they are ripping off.
