I don't think Bush ever thought the surge would work
I think the Surge was done purely for political reasons. They can put a shit load of soldiers around a couple of marketplaces and claim that the surge is working because a hand full of places have less violence even though the violence has just moved to different areas. They can falsely claim "The surge is working!!!!" even though it's really not. It gives them just enough cover until perhaps Bush is out of office. Or, if the Dems are able to get the troops out they can try to say that they "cut and run" just when things were starting to turn around.

It's all pure bull shit and playing politics with soldiers lives. The lowest form of crap any politician can come up with.

They want to drain the US Treasury and raise the price of oil to drain the pockets of Americans.

6. It's about egos and Vietnam
If they admit this one is lost because you can't win a guerilla war - they have to face the truth about Vietnam too and many of them aren't prepared to do that - specifically John McCain. They're now fighting for the premise that only commie pinkos can cause America to lose a war - more than anything else.

11. His plan now
is simply to run the war in Iraq on until he leaves office and then to dump it into the lap of his (Democratic) successor. Then he will retire to Crawford and favor us all with his opinions on what's going wrong.
