What's this "commanders on the ground " crap?
First of all, they do what his highness says.
Second of all even if the kommanders were making decisions, who elected them?

1. They use it selectively
If there are not enough troops, it's because the "commanders on the ground" didn't request more...

However, if the "commanders on the ground" disagree with Escalating the Occupation, it's the president who makes the final decision.

See how simple it is?

4. I'm in the midst of reading a novel about WW2
It's amazing how often Churchill, Hitler, Stalin and FDR replaced military commanders... for better or worse, all of them were hands on leaders.

Bush has replaced Rummy and now has Petraeus in there. That's about it.

5. I thought Churchill pretty much stayed with Monty.
U.S. Civil War generals seemed to be replaced regularly.

7. Ummm do you know how many Generals have actually been "replaced" in the last five years?
I think it would surprise you...There have been an abnormal amount of early retirees of General/Admiral officer rank.
