Spain: "top officials weren't present at torture"; US: "agents followed orders"; no charges at all

This paradox looks horribly as if both groups of people may get let off, for torture - both the CIA agents who carried it out, and the Bush admin officials who authorised it (leaving aside the very good point in another thread that it seems the CIA started torturing before they got any memo saying "go ahead!").

For goodness' sake, Obama, prosecute the officials ASAP, and reconsider "they were only obeying orders" ( I doubt Spain would be able to obtain the names of the CIA agents to do any prosecution under their bizarre "you had to be present during the torture sessions to be responsible" claim). Or we'll end up with a precedent on how to organise torture and escape the consequences.
