Message from an aid worker in a Refugee Camp
Can you take a moment with me to imagine a situation in which there is a certain territory with a population of around 250,000 people living there. Now imagine that those who act as the government are outsiders of a different nationality, and mostly of a different ethnicity and religion than the people living in that territory. Imagine that this government is not elected by the people, nor is it accountable in any tangible way to those people.
The people have no control over the decisions made by that government, nor over the resources used to carry out government programs; and the rules set forth by the government do not apply to the people in that government, but only to the governed people in the territory.
Now imagine that most people in the territory are restricted from engaging in employment, farming, business or other livelihood activities, and thus many of them remain highly dependent on the food, water, shelter, protection, education, medical, and other social services provided by the government, and also do not provide taxes to support those government services. Also imagine that the standard of living of those in the government is far higher than that of the people governed, with the former having wide access to electricity, running water, TVs, air condition etc., while the latter do not enjoy such amenities and indeed often do not receive an adequate amount of food or water for their survival And the final component to imagine: those governed are not allowed to leave this territory.
Which territory do you believe I am describing? Is it a former colonial state? Is it a belligerently occupied territory? Is it a prison? Is it an ethno-nationalist apartheid regime? In fact, I am referring to is that of the three refugee camps of Dadaab, Kenya.
