1. He can't read - slightly embarrassing for a writer

He does indeed claim "But whaddyaknow: The District of Columbia, where all the big federal spenders live and work, gets an incredible $3.6 million per capita, according to the report.". But when you follow his link, you find they've broken down most spending (eg education, health) per capita - but transportation is quoted per square mile. So the incredibly densely populated city of Washington DC gets a high figure, compared with those states with wide open spaces that you're not going to concrete over.

In total, DC gets $248 million for transportation, compared to, say, Delaware's $139 million.
