Tax all bonuses above $250,000 at 90% and then give tax credits
equal to the new tax to those who do not work for companies that got TARP funds. Special tax deals are given to specific groups of people all the time. So, turn the 90% tax into a credit in a specific amount, and the law is enforceable.

If you agree, please recommend and pass this idea on to your congressman and friends.

This way, no one could claim that any special group is being penalized. To the contrary, a special group is begin given a tax break. Happens all the time.
