1. Has it ever been less than this (since 911?)
Seems like the baseline threshold is now yellow-orange and there is no way for it to be less so, given the implications of dropping the level.

2. I can't remember it being less than orange
anytime since 9/11. It's become rather meaningless.

3. Yep. It's always elevated.
The people who set the "threat levels" are idiots.

HOME

Fricken bring the troops home take care of your own until someone actually attacks the USA

USA has almost half the firepower in the whole World

The 911 thing shoulda been handled as a single incident

Whoever did the 911 thing, inside or outside, has succeeded.

They have brought the USA to the brink of extinction as a World Power.

USA reacted like a spoiled brat, lashing out all over the globe.

But this is nothing new.

The USA has been operating in it's bully mode for over half a century.

Did the powers that be think that they could really get away with it?

Yes they did.

But with the internets now, everyone talks to everyone

IF the USA decides to continue it's global domination thing,

I expect the first thing they will take out is the internet.

THEN - China will take out it's global targeting satellites

and Russia may take over the ISS, seeing that their Soyuz aircraft seem to be a wee bit more reliable than the USA's Shuttles

Gotta remember - the Soviet Union WAS in space first . . .

something many of us may forget . .

Russia doesn't . .

hmmmm
