Seems you only have to declare war and then all the spending in the world doesn't count. But god forbid your are a Democrat and want to spend money in places other than just the military.

and to enrich corporations. spending money to educate people, create new jobs with green technology, and reform health care is wasteful <obligatory sarcasm alert>
