New Rule.. in year #4 of any presidency, the final budget must be all done

NO LATER than Aug 31st, and senate/house CANNOT adjourn until it's legislated and signed into law...


If the president is re-elected for a 2nd term, it;s no biggie...BUT if a new president takes over, he/she should NOT have to re-do an old lingering budget, not yet passed (even though it's 3-4 months past-due)..especially when they are expected to prepare a new budget of their own for the upcoming year.

The fiscal year ends Sept 30, and the budget for the next year is submitted in February (usually)... that gives congress AMPLE time to adjust/amend/work on the budget, to have it all done and signed BEFORE Sept 30
