legal question regarding rovers testimony..
if he's not going to be under oath, is it still possible for him to perjure himself?

I expect he and Meiers will develop a lot of selective memory. We'll see if they invoke "I Don't Recall" like Gonzo did.

The proceedings will have a transscript and be assured that anything Rove tries to spin or lie in that meeting will become fodder for one or several of the cases that are building around him. There's a prosecutor already at work on the DOJ firings and I'm sure she'll be very interested in looking over those transcripts...not to mention the Don Sieglemann attorneys.

5. The transcribed testimony WILL be under oath and under penalty of perjury. This is not
a friendly encounter. It is certainly adversarial when crimes are being investigated.
