Are Republicans saying anything different now than they did in 1993?
They did exactly the same thing when Clinton submitted his first Budget. In Lock-step every single Republican voted against Clinton's Budget and they stood on the floor of the House and said exactly the same things they are saying today. We know what happened then. It took Al gore to cast the Tir Breaking vote but after the Budget passed the USA went on to experience the Greatest Economic Expansion in History. What makes them think they are right now when they were so extremely wrong then?

They represent the needs and desires of the wealthiest and most powerful people, the upper 1%, and do a very effective job of that. They don't care how the rest of the country does. They are looking after their clients. That is the "America" they are concerned about.

If the Democrats represented the interests and needs of the other 99% even half as effectively and aggressively, the Republicans would be out of power for a long time.
