Flex Cap on Top Pay (looking for feedback and thoughts)

This isn’t really a new idea... but I'd like people’s thoughts on it.
I call it a Flex-Cap.
The concept is this: Any employee, employed by a company which has publicly traded stock (regardless of if it’s owned by the company or not) may not have more than 25 times the pay of the lowest paid employee at the company.

The net effect could be an increase on wages in some companies (the greedier the CEO, the more the employees would get paid...it's a natural checks and balances),
could encourage government service and could also encourage non-profit services since corporations would be the only group affected by this move.

I would love to hear back from everyone regarding this idea.

1. I've proposed this in the past and

been met with stony silence. This is the only way a rising tide will lift all the boats. If the CEO wants another pleasure palace, he's going to have to budget commensurate pay increases for his employees. It makes a great deal of sense.

However, they'll just do what they did back in the 50s and 60s, have the company buy the pleasure palace and use it two weeks out of the year to host company conferences.

Still, they won't be able to take it with them when they leave, and that alone will provide a disincentive.
