3. No, it's expected. There are NO GARBAGE CANS.
Garbage cans are considered a security risk at an event like this. A few coordinated people with nothing more than Bic lighters could cause a stampede with a few flaming cans. They also tend to be attractive hiding spots for bombs and things.

The simple solution is to just let the people litter and pick the trash up afterward.

10. Trash cans are a security risk
They remove them when there is a large event like this one. The same thing happens for the Fourth of July fireworks on the mall.
