A Presidential pardon question:
If I remember my Constitution correctly, the President has power of pardon in all cases except cases of impeachment.

So if Bush pardons Cheney, Rove, et. al. just before leaving office, than Congress inexplicably grows a spine and decides to give Bush a post-term impeachment, since Cheney and Rove were implicated in the acts that led to Bush's impeachment, does that mean their pardons are voided?

Probably not, but I have to ask.

1. No.
You can't pardon someone who is in the process of impeachment. If they're not in the process, they can be pardoned.

2. It is likely that a POTUS could pardon someone in the process of impeachment
in order to shield them from criminal liability, as this would not interfere with the power of Congress to impeach, convict, and issue sanctions.
