The new government, which was sworn in last week, is confronting an economic crisis exacerbated by the recent blockade of Bangkok's airports. The policies Mr Abhisit will lay out are expected to include a £5.9bn spending package to support the collapsing economy.

Under the Thai constitution the government cannot begin work until its policies have been announced to parliament but protesters surrounded the building on Monday, forcing the address to be postponed. On Tuesday morning MPs packed into a fleet of police vans in a second attempt to enter parliament, but when protesters refused to clear the way they moved to the session to the foreign ministry.
