(Oh, Great) Bush Warns Pakistan as He Defends Military Strategy

WEST POINT — President Bush on Tuesday defended his doctrine of military intervention to shut down potential national-security threats and issued a pointed message to Pakistan that “we will do what is necessary to protect American troops and the American people.”

Mr. Bush delivered the remarks at the United States Military Academy during a speech on his administration’s efforts to transform the nation’s armed forces and its military strategy. He pointed to “the terrible attack in Mumbai” last month as a demonstration that terrorists still pose “serious challenges” and added that his successors should continue his military and diplomatic strategies to defeating them.

“American’s military today is stronger, more agile and better prepared to confront threats to our people than it was eight years ago,” Mr. Bush said. “In the years ahead, our nation must continue developing the capabilities to take the fight to our enemies across the world. We must stay on the offensive. We must be determined, and we must be relentless to do our duty to protect the American people from harm.”

Mr. Bush singled out Pakistan for praise and criticism. He said that the Pakistani government and people were working to defeat terrorism “because they have been victim of terror themselves.” But he called the ungoverned tribal areas along Pakistan’s border with Afghanistan, where Taliban and Al Qaeda fighters have found a home, a “pronounced problem.” He said that while the United States supported Pakistan’s own efforts to assert control over those regions, the United States would also take action itself if necessary.
