Coast Guard DUers: no tinfoil here, but why
would a four-engined turboprop Coast Guard airplane be flying over downtown Sacramento at such a low altitude that I could see its insignia and "USCG" clearly on its lower wings?

2. Yes--flying through the air is generally more efficient
than pulling several tons along a path of asphalt.

4. not sure where Iron City is
so you may not know that Sacto is far far away from any coastline :) so that begs the question "training for what"?

5. Used to live in Sac
(Near Carmichael) and we used to see them all the time. I think they sometimes land at one of the local airports. The San Jouquin Delta is part of their beat because of the ports on the rivers in Sac and Stockton.
