What do immigration and customs have to do with protecting federal buildings?

United States Department of Homeland Security Immigration & Customs Enforcement(ICE) Federal Protective Services are charged with the protection of federal buildings. Just curious as to what immigration and customs has to do with the protection of federal property.

The body existed as a federal protection force which only protected federal buildings, until the homeland security bill came along and morphed the force into what it is now. Basically now, they have no jurisdiction and its all very confusing in how they integrate with local police. They are a federal police force, the idea of which should be somewhat scary.

I saw a white SUV with the homeland security police logo on it traveling on a rural road in Oregon. I was a bit unsettle so I looked up and saw what its origins were and what the hell it was (as I never heard of a federal police force before then).
