Has any politician's official "plan" actually been implemented after they were elected?

3. Completely? I don't know. Clinton did pretty good.

He missed on health care and removing the ban on gays in the military, but he got his jobs, crime, education, and tax packages through, along with Americorps. It took him several tries on some of them, and a few compromises, but as far as making significant improvements right off the bat goes, he was way better than average.
