How did the minority Dems stop the Majority Repugs from regulating Fannie in 2005?

How did the minority Dems stop the Majority Repugs from regulating Fannie in 2005?
We've all seen the cherry-picked video of the African American (and Barney frank for good measure) congresspeople defending Fannie.

How did the minority enforce their will on the majority?

Has anyone seen any reports on the back story to these clips? They don't pass the smell test.

1. I suppose the same way that our current "majority" should be able to pass everything they want to
thus can be blamed for all sorts of things, including that which predates 2006.

In other words, you're dealing with freeper "logic"

3. I guess I should have been more specific.
Did this ever make it for any votes? and/or was it filibustered perhaps?

.........or did house repugs kill it - which is my suspicion.

2. Legislation cannot get through the Senate without 60 votes
The House often will not even pass a bill if they know that it will not get enough support in the Senate, which means if has to have some bipartisan support.

4. that's a new one on me....
The senate only requires 51 votes unless the minority filibusters.

5. It was stopped in the GOP held Senate Banking Committee.. wasn't voted out of
committee. What they aren't saying is that the House version of the bill passed with bi-partisan support and that the White House and AEI both opposed it.
