4. Biden doesn't set regulations
for the state of Delaware. That's a function of that state's legislature.

3. I don't think so
Delaware has favorable corporate taxes (as does Nevada) that encourage all sorts of out of state companies (including banks), to incorporate within that State. It's a known fact.
