What reason(s) would George Bush & company have for ensuring Bin Laden escaped?

17 families run the world and we're talking about two of them ( the Bin Laden's through the house of Saudi). Both have boys that are A holes; so they call it a draw. Catching Bin Landen wasn't needed, so he was used as a boggy-man. The prize for the neocons was always Iraq; oil and bases to dominate the mid east. All backfired on them with Rumsfield with a war on the cheap and "miss-underestimating" the culture and determination of those they wanted to dominate.
