Well that's one way to frame it.
Headline on yahoo: "Push to register felons to vote could aid Obama: Latest polls"

That's another way to frame it: "Many feel rehabilitated felons should not lose right to vote: Repubs angry?"

(If you're outta jail, you're rehabilitated because you've managed to stay out. )

1. Some states allow anyone not currently incarcerated to vote
Ohio is one of them.

Even if convicted of a felon, they are eligible to vote once they have served their time.

2. In Maine and Vermont you can vote right from the pen. Here's the list of states:
