What Are We Funding With The Bailout?!

What are we exactly funding with the "bailout a.k.a. rescue bill", people, anyway? I heard about rum and wooden arrows for children today?! Sounds like we're giving money to pirates or something?! Seriously, I now hope that the House does not pass it tomorrow when they vote because of such things as those - rum and wooden arrows. WTF is up with that?! GEEZ!!! Do you think we can stall with the bill and voting until the next Pres gets in by any chance? Personally, I'm leary of one of two banks or so being left after all this merging of finances because it just will make things all the easier if they do want to freeze the ACH system at some point. If the bill does pass, can the new President reverse it if we find that it isn't working and sucks?!
