The word "Bailout" alone doomed it .Should have called it a "liquidity infusion"
as part of the Banking Solvency Act of 2008.

Presentation is everything. By focusing on Wall Street so much, people lost focus on how this is really about day to day banking and liquidity and credit in order to keep the system running period.

Sounds like a pick up line,
better stick with bailout.
