Apparently the negative rating aren't flagged on the main page - you need to click on the thread to see a negative rating. This is in an effort not to draw attention to disruptive or useless commentary.

That tells me that DU'ers are responsible with the new system, since the only outright "disruptive" bar I've seen appear on a thread so far is one where the OP asked for it to be rated like that.
