One reason is it takes a while for dead bodies to float and wash ashore.So the death tolls climb higher and if a cemetery is underwater the coffins float and the bodies in them get washed out too. Looks like a perfect environment to incubate nasty pathogens and with injured sick or stressed people wading through this muck they will be vulnerable to catching them..
