since Katrina. Both times the churchgoers made up the VAST MAJORITY of groups who were spending time helping to rebuild the N.O. and the Gulf Coast.

GENERAL EVACUATION INFORMATION

No fares will be charged for this special evacuation service.

Citizens should arrive at assembly points with a photo ID and try to limit their baggage as much as possible with only essential needs including prescription medication for at least a week. No weapons, including firearms, are allowed. The no firearm rule applies to those persons with Concealed handgun Licenses.

Pets must be restrained in a pet carrier. Unsecured animals will not be allowed on the buses.

It's hard to determine so far, if those lacking photo id would be rejected or otherwise hassled. But it seems to be worded as a requirement, rather than a suggestion. I'll keep a close eye on this aspectof the evacuation before I "run" with this in other discussion groups.

You'd think that in an emergency, a person could simply attest to their name, DOB, their SSN and their address. Sign a form, be given a provisional card of some kind to be verified later. How hard would that be.

And in addition to the cost, riding out the bureaucratic bs can drive people away. My ex had all kinds of mental health issues that made it nearly impossible for him to follow up on that kind of thing if there was an obstacle. He'd get frustrated and give up.
