7. If you notice, that was from June 1993 and she has a speeding ticket from May 1993...

My guess is she was at fault for an accident that must have messed somebody up pretty badly (considering they later filed criminal charges).

A classmate of mine in high school crashed his truck while driving drunk. His brother was killed in the accident, and I believe that the charges filed were similar to criminal negligence. He spent some time in jail as a result.
