The only myth it doesn't address is the idea that the federal government could not come in until asked (their explanation for why there was such a delay in getting troops and relief to NOLA). Michael Chertoff should have declared an incident of national significance days earlier (http://www.gpoaccess.gov/Katrinareport/mainreport.pdf), thus activating the Catastrophic Incident Annex and allowing the Federal Government to use whatever capabilities it had at its disposal to provide rescue and relief. Troops were ready to go Saturday (2 days before landfall) and could have been mobilized and on site within hours. They could have been rescuing people Monday night (when they were drowining), and providing food, water, and order by Tuesday morning... NOT Thursday/Friday.
