4. Naw, a lot of the black folks are gone forever
so the town will get more help this time.

It looks like Gus will hit far enough to the west that NOLA won't be the problem area, though. It looks like the same area Rita (remember her) hit will get hit again, and that's certainly bad enough. A lot of those folks have just barely rebuilt.

3. I am certain that NOLA residents are weary
Katrina was only 3 years ago. Rebuilding is hard work. Especially given the "help" they got.

of being scapegoated for the Katrina disaster. 3 years later, and they're still being blamed for everything that happened. Got laid off? It's their fault, too. :(
