IF your train in not on schedule, make sure and let everybody know. There were unexplained delays the last time...

1. Amtrak's track record is very good. But they don't own their own track, so...
they have to move aside for freight trains. Hence, they don't have that much control over their timetable.

I remember there were a lot of screw ups last time.

The only tracks that they own is in the Northeast between NY and WAS
you are right, all other tracks are owned by the freight railroads such as BNSF/UP/CSX etc....

3. The reason the trains were delayed the last time
is that CSX owns the tracks. In fact their president went to work for the administration shortly before. Everybody at the march knew that too, the announcer was quick to point that out.

This time around metro will not be our friend. They are expecting to do work over the weekend on the yellow and blue lines. That means if you are coming from the south it is going to be a big pain in the neck.
