3. A handful of reasons.
He's Pawlenty with economic bonafides (budget director for a time in the Bushco admin) and a state he can actually put in play (OH). Young, telegenic, solidly conservative.

If McCain doesn't pick him or Romney I will be surprised.

Not that this has anything to do with Portman's popularity ...

I think, yes, he is certainly popular enough; there's that pesky GOP voter suppression thing in Ohio ... just another confluence of happy coincidences that make Portman a sensible pick. There don't seem to be any downsides to his selection is another.
