1. I am not sold that he was the one doing the mailing.

Involved? Almost certainly. Small cog in a much bigger and more evil machine? Seems very likely.

I also think it's possible he might have been involved without knowing exactly what the whole plan was.

Nothing concrete to base these suspicions on except certain details seem to fit a pattern whereby a key witness (or "suspect")in a scandal or crime often seems to die by his or her own hand. This administration and its core behind the scenes backers have proven a hundred times over they do not deserve the benefit of the doubt.
