Should Experimental Treatments be paid by the Government?

Should Experimental Treatments be paid by the Government?
I'm not talking about medicine in it's first stages or some crazy sadistic 'researcher' who wants to try surgical operations on people without anesthesia BTW.

But, treatments that are of sound science and could work (Shown results with animals).

Case in point - A little girl is diagnosed with leukemia, the HMO refuses to pay for her treatment, and this includes an experimental treatment which could work. Should the government intervene and pay for this treatment?
