If Bush was concerned about how the history books would describe his greatest accomplishment, then he should put Condi in the VP spot. He's got 1+ year left as a lame duck and there's nothing else to do that congress will let him. Besides the last minute pardon of Libby, Bush needs to think about his Legacy.

By putting Condi in the VP, the Congress will let her go through with slight resistence. It will put Bush in position as Lincoln - although his southern base despise Lincoln.

Cheney can still be the number 2 advisor behind the scenes, but Bush needs to embrace his inner big-govt progressive self and put Condi in the VP!
