Senators can speak when fewer are present, but no formal business. So when there are no senators on the floor to speak and no formal business going on, they do what's called a "qourum call" which is officially an attempt to call the senators to the floor to conduct business, but unofficially is a way to keep the Senate in session while there is nothing going on.
