What is it called when you make up a quotation and attribute it to someone without their permission?

I'd call that particular circumstance "lying" at worst...
...and being mistaken at best, depending on whether the attributer was aware of the discrepancy.

9. Misquoting. But what are entailing would not be the opposite of plagerism.
The opposite of plagerism would be authoring. The "making up" part implies creative originality. They are just not willing to take credit for their work and assigning it to someone else. It's Misquoting.

10. I call it 'reverse plagiarism'...
I've actually had to deal with it professionally. I once collaborated with someone, X, on an edited academic volume. X disliked a rival, Y. I discovered that X had inserted, without attribution or permission, several sentences into contributor Z's chapter about how bad Y's work was! Fortunately, this was discovered and dealt with before publication.
